34945 (2026). Tangi Utikere to the Minister of Transport: What modelling has been undertaken of peak travel times between Jack's Point, Hanley's Farm and central Queenstown, and what peak travel times are forecast for 2028 and 2036 under currently committed investment?

Hon Chris Bishop: NZ Transport Agency Waka Kotahi (NZTA) has advised me that modelling undertaken for the Queenstown Transport Business Case (approved 2021) used model years of 2018, 2028 and 2048. No modelling was undertaken for 2036. As such, forecast travel times for that year are not available. The business case was for the full Queenstown package as it was then proposed. Subsequent funding decisions staged delivery of that package, with only some components currently funded for implementation. Those decisions were taken after completion of the business case. Forecast travel times were not developed for individual stages of the package, including the currently funded Frankton Intersection and Bus Hub Improvements, and are therefore not available for currently committed investment specifically.
