34900 (2026). Hon Dr Duncan Webb to the Minister of Justice

34900 (2026). Hon Dr Duncan Webb to the Minister of Justice: Does the Electoral Commission only send text or email messages to people to confirm their enrolment details when posted mail is returned "gone no address"; if not what is the trigger for the Commission to send email or text messages to electors to confirm their enrolment details?
Hon Paul Goldsmith: I am advised that if any electoral correspondence is returned to the Electoral Commission indicating that an elector no longer lives at the last address on file for them, or it is undeliverable, the Commission attempt to contact the elector via their mobile and/or email address (if previously supplied) to request the elector updates their details.
Two attempts at contact are made, and if no response is received after 28 days, their enrolment status is changed to the dormant roll. If they have not supplied their contact details previously, they are moved to the dormant roll immediately when returned electoral mail is received.
Ahead of the General Election this year, the Commission will also be sending SMS notifications to all people on the dormant roll who have supplied their mobile number during the period 24 August to 2 September 2026.
In addition, the Commission will be sending Enrolment Update Digital Reminders by e-mail or SMS from 31 August to 25 September 2026 to all enrolled electors (excluding those on the dormant roll) for whom the Commission holds an email address or mobile phone number, providing a prompt to check enrolment details.
The Commission also sends an email confirmation to electors who enrol or update their details using EnrolOnline, in addition to a letter of confirmation that is sent out by post to the elector’s address.
