34774 (2025). Hon Kieran McAnulty to the Minister of Housing: What factors made it financially unsustainable to build any new homes at the sites at 28 and 132 Adelaide Road, Wellington?
Hon Chris Bishop: I am advised by Kāinga Ora – Homes and Communities that the plan for 28 Adelaide Road was for Kāinga Ora to enable the land and for it to then to be sold to a market developer to build on. It was purchased as part of the Kāinga Ora Land Programme (KOLP) and was not earmarked for social housing purposes. The KOLP was wound down as part of the Kāinga Ora Turnaround Plan announced on 4 February 2025. The land at 132 Adelaide Road is zoned City Centre Zone in the Wellington District Plan. This zoning and the location of the site results in high density apartment development being required on the site. The build cost associated with delivering high density apartments on the site is cost prohibitive, and following a review of the project, does not present value for money.
