34456 (2026). Tangi Utikere to the Minister of Transport: Which lenders, if any, are providing senior debt for the Warkworth to Te Hana public-private partnership, what is the debt-to-equity ratio at financial close, and what proportion of that debt is sourced offshore, if any?

Hon Chris Bishop: Northway has announced its lending group, comprises of ANZ, BNZ, NAB, MUFG, BBVA, Bank of China, CaixaBank, CCB, ICBC, Intesa Sanpaolo and Société Générale. The debt-to-equity ratio at financial close and the proportion of debt sourced offshore is commercially sensitive.
