34244 (2026). Francisco Hernandez to the Minister for the Public Service and Digitising Government: What procurement process, if any, was used for purchasing artificial intelligence tools, if any, currently being used within the Minister’s departments, agencies, crown entities and any other bodies that the Minister is responsible for, if any?
Hon Paul Goldsmith: The Government Digital Delivery Agency (GDDA) provides agencies with access to digital products and tools through All of Government contracts and agreements. Many of the digital products and services covered by these All of Government contracts and agreements contain AI capabilities. Agencies are expected to follow New Zealand Government Procurement Rules for any digital procurement they undertake, and to procure through the All of Government contracts and agreements established by the GDDA where products and services are available. Agencies’ individual procurement activities under and outside of All of Government agreements and contracts are not managed by GDDA. In addition to consuming AI capabilities as part of digital products and tools available through All of Government contracts and agreements, GDDA has procured an AI Assistant through a full Request for Proposal (RFP) process in accordance with the New Zealand Government Procurement Rules.
