34226 (2025). Francisco Hernandez to the Minister of Transport: How many items of secondary legislation, if any, are administered by the Minister’s departments, agencies, crown entities and any other bodies that the Minister is responsible for, if any?
Hon Chris Bishop: I am advised that there are 266 items of secondary legislation administered by the Ministry of Transport. These include rules developed by the Civil Aviation Authority, Maritime New Zealand and the New Zealand Transport Authority. I am also advised that NZ Transport Agency Waka Kotahi (NZTA) administers a range of secondary legislation in the form of Land Transport Rules, Class Exemptions and State Highway Bylaws. A full list of secondary legislation administered by NZTA can be found on its website at: https://www.nzta.govt.nz/resources/rules/ , https://www.nzta.govt.nz/resources/class-exemptions/ , and https://www.nzta.govt.nz/roads-and-rail/highways-information-portal/technical-disciplines/state-highway-bylaws/.
