Tangi Utikere to the Minister for Rail: Why does the November 2025 published figure of $531 million for Picton infrastructure differ from the sum of the $373 million Ferry Holdings Limited contribution and the $110 million Port Marlborough contribution announced on 17 July 2026, and what accounts for the difference?

Rt Hon Winston Peters: We found further efficiencies in the Picton programme and acted on them. Had this type of scope control occurred under iReX, perhaps it wouldn’t have blown out by billions…
