Tangi Utikere to the Minister for Rail: What penalties, liquidated damages or incentive payments, if any, are provided for in the infrastructure delivery agreements signed in June 2026 between Ferry Holdings Limited, Port Marlborough, CentrePort and KiwiRail Limited in the event of late delivery or cost overrun?

Rt Hon Winston Peters: This information is not disclosed as they are commercial activities. We will never release information that puts taxpayer funds at risk. However, we are satisfied the arrangements place performance incentives appropriately to encourage on-time, on-budget delivery as outlined in our speech dated 17 July 2026.
