33487 (2026). Tangi Utikere to the Minister of Transport: Which consenting, design, or early-works contracts, if any, has NZTA terminated or reduced in scope for Roads of National Significance that have no construction start date in the July 2026 Major Transport Projects Pipeline?
Hon Chris Bishop: As reflected in the July 2026 Major Transport Projects Pipeline, NZTA has reduced the scope of, or paused, consenting, design or early works activities for the following Roads of National Significance that do not have a confirmed construction start date: • SH1 Wellington Improvements – detailed design activities have been scaled back, with the focus on completing Notice of Requirement and consent documentation. • Hope Bypass – the programme has been refocused on Lower Queen Street intersection improvements, with other project elements paused. • Mill Road Stage 1 – scope has been reduced to route protection activities and completing a Notice of Requirement to alter the existing designations and applications for resource consents and other statutory approvals. • Petone to Grenada – Notice of Requirement and consent documentation will be completed, with activities pausing prior to lodgement. • Northland Corridor – Te Hana to Whangārei (excluding the Alternative to the Brynderwyn Hills) – planning, design and route protection activities have been paused and designation lodgement deferred. • East West Link – planning, design and route protection activities have been paused. • Hamilton Southern Links – pre-implementation activities, including design and consenting progression, have been paused. NZTA has not identified any Roads of National Significance contracts that have been terminated as a result of the July 2026 Major Transport Projects Pipeline. Existing activities have generally been completed, reduced in scope, or paused to align with funding availability and project sequencing.
