Tangi Utikere to the Minister of Transport: Does the Minister stand by his statement that toll concessions can potentially deliver roading projects "years earlier than would otherwise be feasible"; if so, what specific time savings, if any, have been modelled for major projects under a concession framework approach?
Hon Chris Bishop: Yes, I stand by that statement. The capital contributions from concessions could bring projects forward by potentially years by enabling capital from future tolling revenue to be capitalised up-front and invested into new projects.
The specific time savings expected for any roads subject to concessions are currently commercially sensitive and subject to the market sounding process.
