Hon Simon Watts: The proposals that were recommended to Ministers for progression and final decisions were ones that best demonstrated a strong proposition, potential for collaboration, and a clear pathway to implementation. Ministers ultimately selected proposals that were assessed to be from regions that were most prepared for a City and Regional Deal.
