33032 (2025). Hon Willow-Jean Prime to the Lead Coordination Minister for the Government's Response to the Royal Commission’s Report into Historical Abuse in State Care and in the Care of Faith-based Institutions: Further to 27076 (2025), what analysis, if any, indicates that the levels of payment by the Ministry for Social Development, Oranga Tamariki and the Ministry of Education are appropriate levels of payment for people who experienced abuse in care?
Hon Erica Stanford: Cabinet recognised the payment levels previously offered by State redress agencies were not appropriately recognising the harm of abuse in care, which drove the decision to increase the average settlement payment by 50 percent. Increasing to an average of $30,000 per claim across the State redress system enables a meaningful uplift in payments made to survivors. I note that there is no upper limit to possible redress payments as each claim is assessed individually.
State redress agencies are also offering top up payments to the 4,700 survivors with settled claims. This provides further recognition that settlements previously made by State redress agencies had not sufficiently recognised the harm of abuse in care.
