32963 (2026). Lan Pham to the Minister responsible for RMA Reform: Was the decision to include 'Option 3: Remove Te Mana o te Wai provisions' in the consultation on freshwater national direction (undertaken in 2025) based on the view of a Minister or the views/advice of officials?

Hon Chris Bishop: The inclusion of an option to remove Te Mana o te Wai provisions in the consultation package was considered through the policy development process, which involved advice from officials and discussions with my Ministerial colleagues. The decision to include that option in the consultation package was made as part of that process.
