32911 (2026). Tangi Utikere to the Minister of Transport: What ringfencing arrangements has he been advised are in place to separate the Arup personnel who worked on the client side of the Warkworth to Te Hana transaction from those who may form part of the independent reviewer team, if any?

Hon Chris Bishop: I am advised by NZTA that a small ringfenced Arup team supported NZTA during the transaction. Those personnel were prohibited from being involved in the independent reviewer procurement process on either side and will have no involvement in the project beyond financial close.
