32781 (2025). Dr Tracey McLellan to the Minister of Corrections: How many prisoners, if any, in the Prisoners of Extreme Risk Unit (PERU) at Auckland Prison have received their minimum entitlements during June 2025, broken down by week and entitlement?

Hon Mark Mitchell: I am advised that, in accordance with the Corrections Act 2004, every person in prison is afforded a number of minimum entitlements, including entitlements to a minimum of one hour of physical exercise on a daily basis, access to visitors and access to phone calls. Further information on minimum entitlements is available on Corrections’ website here: https://www.corrections.govt.nz/resources/policy_and_legislation/Prison-Operations-Manual/Prisoner-finance-activities/F.01-Minimum-entitlements. I am further advised that minimum entitlements can be denied to people in prison in circumstances specified in legislation. Section 69(2) of the Corrections Act 2004, for example, states that an individual’s minimum entitlements may be denied if there is an emergency in the prison, the security of the prison is threatened or if the health or safety of any person is threatened. I am further advised that all 15 prisoners in the Persons of Extreme Risk Unit at Auckland Prison received their minimum entitlements for the month of June 2025.
