32018 (2026). Tangi Utikere to the Minister for Rail: Further to reply 30349 (2026), was the first milestone payment to Guangzhou Shipyard International made before Final Approval to Deliver was granted, and if so, under what authority was that payment made?

Rt Hon Winston Peters: Yes. Shareholding Ministers approved funding for Ferry Holdings to enter the shipyard contracts consistent with our delegations from Cabinet and on the recommendation of Ferry Holdings and the Treasury.
