32014 (2026). Tangi Utikere to the Minister for Rail: Further to reply 30350 (2026), has Guangzhou Shipyard International obtained the refund guarantee from a reputable bank required under the shipbuilding contract, and if so, on what date was it provided and does it cover the full value of milestone payments made to date?

Rt Hon Winston Peters: Yes, as obtaining a refund guarantee was a condition to enter the contract. It is not the Government’s place to state the banking arrangements of a shipyard, except to say that Ferry Holdings and its assurance advisors were satisfied such a guarantee was obtained. In respect of the last part of your question, refer to the response to WPQ 32013 (2026).
