31496 (2026). Tangi Utikere to the Minister of Transport: What advice, if any, has the Minister of Transport received on the level of fuel excise duty or road user charges required to fund the Roads of National Significance programme on its original schedule?

Hon Chris Bishop: As stated in my November 2025 speech to the Future Roads Conference, officials have advised that delivering the RoNS programme in full over the next 20 years would cost $56 billion. Funding this entirely from petrol tax and road user charges, would require a one-off 70% increase. Equivalent to a 49 cent per litre increase in petrol tax.
