Hon Chris Bishop: I am advised that NZTA monitors the compliance of contractors with its own quality assurance processes to ensure that temporary repairs are properly fixed. This monitoring includes ensuring that contractors are using emulsion to seal the base of the pothole and the surrounding area, and the material used to fill the pothole is compacted appropriately.
