31248 (2025). Tangi Utikere to the Minister of Transport: How, if at all, does NZTA ensure that the 24-hour pothole repair target does not incentivise short-term or temporary fixes that fail prematurely?

Hon Chris Bishop: There is no financial incentive or benefit for maintenance contractors to carry out sub-standard pothole repairs or rework when responding to potholes within 24 hours. This is because maintenance contractors are responsible for the majority of the costs of these repairs as part the fixed lump sum payments in state highway maintenance contracts.
