30615 (2023). Hon Dr Duncan Webb to the Minister of Justice: Does the minister consider that a victim of crime is a person against whom an offence is committed by another person and/or a person who, through, or by means of, an offence committed by another person, suffers physical injury, or loss of, or damage to, property whether or not a person is convicted of the offence?
Hon Paul Goldsmith: The definition provided is reflected in the Victim’s Rights Act 2002. This definition of victim will guide, but not necessarily limit, the Government’s decisions.
