30361 (2026). Tangi Utikere to the Minister of Transport: Further to reply 27653 (2026), what specifically was the "debt market capacity" constraint that prevented three consortia from each fully financing a bid for the Warkworth to Te Hana project?
Hon Chris Bishop: Debt market capacity constraint refers to the ability of the multiple consortia participating in the Request for Proposals (RFP) to secure full debt finance for each of their bids. Without securing this finance, the RFP process would not be as competitive and would present risks to the procurement process.
