30358 (2026). Tangi Utikere to the Minister of Transport: Further to reply 27653 (2026), on what basis does the Minister consider affordability "a completely separate question" from the level of Crown capital required to make private bids financeable?

Hon Chris Bishop: Capital Crown Contributions (CCC) only makes up a portion of the total project costs during the construction phase. The total affordability of the project is tested through the Public Sector Comparator as set out in the Treasury PPP guidance.
