Hon Simon Watts: On 27 November 2023, I received the following briefing from the Ministry of Foreign Affairs and Trade, on New Zealand’s negotiating mandate for COP28: United Nations Framework Convention on Climate Change: 28th Conference of the Parties (Cop28): New Zealand Approach and Ministerial Attendance. In summary, this paper sought guidance on New Zealand’s approach to COP28 to be held in Dubai, United Arab Emirates from 30 November – 12 December.
