Tangi Utikere to the Minister of Local Government: For how long did Crown-owned wastewater treatment plants operate outside the intended scope of the discharge to water and land standard as a result of the drafting error that linked the definition of "publicly owned wastewater treatment plant" to the wrong Act, and what action, if any, did the Minister take when this was identified?
