29745 (2026). Hon Kieran McAnulty to the Minister for Social Development and Employment: What allowance does the Ministry of Social Development's performance framework for Regional Commissioners make for differences in housing supply between regions when assessing whether the monthly emergency housing reduction target was met?
Hon Louise Upston: I am advised that the regional Housing Services effectiveness performance measures are set based on a range of factors, including current clients in Emergency Housing, known Transitional and Social housing supply, local intelligence, and regional market conditions. When targets are not met, the Ministry works with Regional Commissioners to understand internal and external factors that might impact performance.
