29740 (2026). Hon Kieran McAnulty to the Minister for Social Development and Employment: How many households that exited emergency housing during the 2025/26 financial year had their recorded destination listed as "unknown", "no fixed abode", or an equivalent category?
Hon Louise Upston: I am advised that the Ministry of Social Development (the Ministry) can identify people who have accessed Emergency Housing and determine whether they have subsequently accessed other Ministry housing-related services that may indicate their housing circumstances.
Specifically, the Ministry can identify whether a person who has received an Emergency Housing Grant has subsequently:
• received the Accommodation Supplement;
• entered a Social Housing tenancy; or
• been placed with a Transitional Housing provider.
Note: The Ministry only has a view of those who have accessed additional housing support. Households are under no obligation to tell the Ministry where they are moving to. For example, the ministry is unable to identify those who have entered a private rental without accessing an Accommodation Supplement.
The latest information available to the Ministry shows that 63 households that exited Emergency Housing (excluding Contracted Emergency Housing) during December 2025 did not subsequently access any of these housing-related services. This figure includes households where the client later died or left New Zealand.
The attached table provides a quarterly breakdown of these households for the quarters ending March, June, September, and December 2025.
