29685 (2026). Teanau Tuiono to the Minister of Defence: Were there any earlier drafts of the 2025 Defence Capability Plan document that mention the ongoing genocide in Gaza in the section about the ‘Strategic environment’ by date and title?

Hon Chris Penk: The 2025 Defence Capability Plan strategic environment section did not include ‘Gaza’, although the Strategic Context and Framework Cabinet paper that informed it notes that serious tensions have reignited across Middle East. This Cabinet paper is available from the Ministry of Defence website at https://defence.govt.nz/publications/defence-capability-plan-2024-strategic-context-and-framework/.
