29623 (2026). Cushla Tangaere-Manuel to the Minister for Emergency Management and Recovery: What training and capability uplift, if any, is planned in 2026/27 so that frontline and regional emergency management staff can use the Common Operating Picture effectively from day one?
Hon Mark Mitchell: I am advised by the National Emergency Management Agency (NEMA) that training and capability uplift will begin in 2026/27 alongside the initial rollout of Common Operating Picture (COP) products.
Training in 2026/27 will focus on National Warning System components, with frontline and regional staff involved in development, User Acceptance Testing, and exercises, supported by on-the-job training. New functionality will be introduced alongside existing systems to build familiarity and capability ahead of full transition.
Users will receive system familiarisation, simulation exercises, and tailored training depending on their role, ensuring they can operate each product effectively from day one of release.
While the full COP platform will be delivered progressively over several years, this phased approach ensures staff have multiple opportunities to build capability prior to full implementation.
Local, regional, and national agencies will lead training delivery, supported by NEMA through guidance and training materials.
