29595 (2025). Hon Kieran McAnulty to the Minister of Housing: What procurement process, if any, was used by Kāinga Ora to choose real estate agencies selling state houses?
Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that three agents active in the relevant locations and sale types are identified and invited to produce appraisals. The appraisals are assessed and scored by the divestment manager based on a set of criteria. The agent with the highest score is awarded the listing. On occasion, when Kāinga Ora is selling more than one property at the same time in the same location, they will bundle them into one agent engagement process for efficiency. Kāinga Ora is currently working through a procurement process to appoint master agents across the country.
