29526 (2025). Tangi Utikere to the Minister of Housing: Is he considering alternative funding mechanisms for growth infrastructure that do not rely so heavily on Development Contributions passed on to homebuyers, if so, what are they?

Hon Chris Bishop: Yes. As I announced on 28 February 2025, the Government is developing new and improved infrastructure funding and financing tools to support housing growth. This includes: • Improvements to targeted rates and the IFF Act; and • Replacing Development Contributions with a Development Levy system, which enables councils and other infrastructure providers to charge developers a proportionate amount of the total cost of capital expenditure necessary to service growth over the long term.
