29522 (2025). Tangi Utikere to the Minister of Housing: Does he believe it is sustainable or equitable for local councils to recover most infrastructure costs for new housing developments through Development Contributions, if so, how?

Hon Chris Bishop: Councils are unable to effectively recover the costs of enabling infrastructure for urban growth through Development Contributions. This leads to ratepayers picking up the tab (which is unfair), or it stops more houses being built as the necessary infrastructure is not provided. Given this, we are replacing Development Contributions with a new Development Levies system. This system will better enable councils to recover the growth costs of infrastructure from new growth.
