29508 (2026). Shanan Halbert to the Minister for Tertiary Education: What are the phases of the Tertiary Research Excellence Fund that will come into effect from 2027?

Hon Penny Simmonds: The transition from the Performance Based Research Fund (PBRF) to the Tertiary Research Excellence fund (TREF) will occur in phases. Under Phase 1, in 2027 the PBRF will continue to apply, but there will be some changes to the External Research Income (ERI) component and strengthened research expectations in Tertiary Education Organisation Investment plans. Under Phase 2, the first funding allocations made under the final TREF settings will occur from 2029.
