29433 (2025). Hon Dr Ayesha Verrall to the Minister of Health: Why did Health NZ end the moratorium on Primary Health Organisations?

Hon Simeon Brown: I am advised that Health New Zealand had put in place a moratorium on the establishment of new Primary Health Organisations (PHOs) while work was underway to determine how PHOs could best support improved health outcomes and put patients first. I am further advised that this work is now being led by the Ministry, and the timeframes for completion are under active consideration. As such, the moratorium was lifted until that policy work is further progressed.
