29265 (2025). Scott Willis to the Minister for Energy: What reason, if any, did the Minister choose Frontier Economics to lead the review of the electricity market?

Hon Simon Watts: Frontier Economics was contracted as Lead Reviewer by the Ministry of Business, Innovation and Employment (MBIE), following an open, competitive tender process. The Request for Proposal (RFP) was published on GETS, the New Zealand Government Electronic Tenders Service, here https://www.gets.govt.nz/MBIE/ExternalTenderDetails.htm?id=30631379. MBIE undertook the evaluation and selection process from the RFP responses received.
