Hon Kieran McAnulty to the Minister of Housing: On whose advice was the accessible-homes target removed from Kāinga Ora's Statement of Performance Expectations, what proportion of Kāinga Ora's housing stock is currently accessible, and what is the current wait time for applicants assessed as needing an accessible home?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that the 2025/26 Statement of Performance Expectations (SPE) was developed in line with the organisation’s refocusing on their core mandate endorsed through the turnaround plan. To ensure the organisation was focused on its core function and funded activities, formal SPE measures were reduced from 47 to 15. The reduction in SPEs, including SPE 2.4 which measured new builds that meet Full Universal Design (FUD) standards, was approved by the Kāinga Ora Board in consultation with the Ministry of Housing and Urban Development, myself, and the Minister of Finance. For the proportion of Kāinga Ora housing stock that meets FUD Standards, I refer the Member to the responses to questions 11297 (2026) and 14076 (2026). For the number of applicants housed and the average time taken to house them between 1 January 2026 and 31 March 2026, broken down by whether the client requested a modified house, I refer the Member to the attached table provided by the Ministry of Social Development.
