Hon Paul Goldsmith: I am advised that the Ministry for Culture and Heritage initiated a recruitment freeze last year in order to minimise the impact on personnel. All vacant roles, and all roles that have become vacant during this period, have been left unfilled unless deemed critical to Ministry's core responsibilities.
