28944 (2026). Rt Hon Chris Hipkins to the Prime Minister: What consequences, if any, are there for members of his Cabinet who bring misleading papers to Cabinet for consideration?

Rt Hon Christopher Luxon: Ministers are responsible for the papers they bring to Cabinet and Cabinet committees (Cabinet Manual, para 5.41). The standards for the quality and preparation of papers for Cabinet and Cabinet committees are set out in the Cab Guide. Queries about specific papers can be directed to individual Ministers. All Ministers are accountable to the Prime Minister for their behaviour (Cabinet Manual, para 2.56).
