28940 (2026). Kahurangi Carter to the Minister for Children: What advice, if any, has Minister received relating to the Te Oranga Care and protection unit in Christchurch?

Hon Karen Chhour: I have received a range of advice in various verbal and written formats regarding the operationalisation of Te Oranga Care and Protection facility. However, my office has conducted a review of briefing titles, and I have received written advice relating to Te Oranga within the briefings listed below: • Visit to Te Oranga Care and Protection Residence (ref B-0054, 18 January 2024) • Repurposing Te Oranga and Epuni Residences to Provide Therapeutic Outcomes (ref B-0018, 24 January 2024) • Oranga Tamariki - Infrastructure Remediation for Residences and Increasing the Capacity of Secure Residences (Re-operationalisation of Te Oranga) – Joint Ministerial approval of the Approval to Deliver stage (ref B-0758/0-0759, 19 September 2025)
