28938 (2026). Hon Kieran McAnulty to the Associate Minister of Housing: How many clients engaged with Housing First services were reported to be rough sleeping, broken down by region, and how does this compare to the 423 reported across four regions in September 2025, as at 16 June 2026?

Hon Tama Potaka: The regional breakdown provided in the attached table from the Ministry of Housing and Urban Development of the 423 households reported across four regions in September 2025 represents a one-off data collection from Housing First providers in the target regions for where the 300 social housing places funded for the programme were to be delivered. Since September 2025, a total of 668 households across the four regions have been permanently housed through either the additional 300 places or providers’ contract capacity as at 27 May 2026. For transparency, I have provided a second table also supplied by the Ministry of Housing and Urban Development giving the regional breakdown for rough sleeping households that were engaged in Housing First and waiting to be housed as at the end of September 2025 and April 2026, being the most recent data available. This is data from regular Housing First reporting that has known data limitations; the reporting not being designed to capture the living situation of those waiting to be housed and only the situation at which they join the service. Therefore, additional data was requested from providers to support the regional split analysis for the 300 social housing places in September 2025.
