Hon Scott Simpson: The Bill changes who the industry is regulated by and changes important aspects of the regulatory model, including by replacing the certification requirement with a licensing model. This means a new relationship between industry and their regulator and potentially different ways they will be expected to demonstrate compliance with the Act.
