28782 (2025). Takutai Tarsh Kemp to the Associate Minister of Housing: What advice, if any, has been received by the Ministers office since June 2024 on implementing rent caps or controls in response to housing affordability pressures?

Hon Tama Potaka: I have not received any advice from officials on introducing rent caps during this time. However, I am aware from overseas evidence that rent caps and controls can discourage new investment in rental housing. Additionally, rent caps and controls can cause current landlords to choose to sell their property and thereby reduce the overall rental housing supply, worsening the rental crisis in the long term. This Government is committed to improving housing affordability through work to increase supply and other measures specifically targeted at the rental sector, such as recent changes to the Residential Tenancies Act 1986 to remove barriers to rental supply at the margins.
