28735 (2023). Hon Jan Tinetti to the Minister of Education: How many schools, if any, have reported to the Ministry of Education that they are not implementing the new NCEA level 1 standards next year and how does this compare to previous years?

Hon Erica Stanford: I am advised that the Ministry of Education (the Ministry) is aware of schools that currently do not offer a full NCEA Level 1 qualification. No schools have directly contacted the Ministry about their decision to not implement the new NCEA Level 1 standards next year. As NCEA Level 1 is an optional qualification that schools can choose to offer based on the needs of their students, it is not expected that schools would notify the Ministry of their decision. The Ministry is aware that NZQA conducted a survey of schools between 6 and 30 September 2023 and found that 73% (341 of 467) of schools reported that attaining NCEA Level 1 in 2024 is the intended assessment outcome for most of their Year 11 students. Approximately 85% of schools currently offer NCEA Level 1, so there is an anticipated drop of 12 percentage points for schools offering a full NCEA Level 1 qualification.
