28663 (2025). Hon Jenny Salesa to the Minister of Customs: How many suspected criminal cash movements, if any, at the border were referred by Customs to the Financial Intelligence Unit in 2023, 2024 and to date in 2025?
Hon Casey Costello: I am advised that in all instances where the New Zealand Customs Service (Customs) detects undeclared cash a Border Cash Report is completed by the individual or, if an individual refuses to complete it, by a Customs officer and reported to the New Zealand Police’s Financial Intelligence Unit.
It is a criminal offence not to declare cash over the reporting threshold of NZ$10,000 or foreign equivalent, therefore all undeclared cash movements are considered by Customs to be ‘suspected criminal cash movements’.
