28467 (2024). Hon Dr Duncan Webb to the Minister of Justice: Does the minister consider the target that the Independent investigations carried out by the Independent Police
Conduct Authority will be concluded as soon as practicable,
within 12 months 60% of the time an appropriate target; why did he reduce the target from 80% in earlier years?
Hon Paul Goldsmith: Yes. Independent investigations are often subject to proceedings governed by Section 31 of the IPCA Act 1988, or other judicial processes, which result in delays to their finalisation beyond 12 months. Due to the interdependency with other proceedings, the target of 80% was unachievable. This has now been reviewed and adjusted to 60% to reflect this.
