28446 (2026). Camilla Belich to the Minister of Housing: What specific purposes are Kāinga Ora's 1,050 Microsoft Copilot licences being used for, and is Copilot used in any way to inform decisions about tenancy management, rent arrears, tenancy reviews, or the suspension or termination of social housing tenancies?
Hon Chris Bishop: Kāinga Ora advises me all staff have access to Copilot Chat as part of their standard suite of applications for enhancing productivity such as organising ideas and summarising information. The current policies and guidelines of Kāinga Ora do not permit the use of this tool with personally identifiable information, nor its use to provide direct advice or guidance on tenancy matters. Subject to these limitations, a pilot is underway to trial a Copilot-based agent aimed at improving the consistency of responses provided to Housing Support Managers in relation to tenancy policies and procedures.
