28243 (2026). Tangi Utikere to the Minister for Media and Communications: Further to reply 19845 (2026), how is the Minister monitoring NZ Post's compliance with the engagement and minimum-service-point requirements of the Deed; and has the Minister formed any view as to whether NZ Post complied with the Deed in respect of the January 2026 changes?
Hon Paul Goldsmith: The 2025 amendments to the postal Deed of Understanding require NZ Post to maintain a minimum of 500 retail service points, reducing to a minimum of 400 over time, with personal assistance being available at at least 240 points, reducing to at least 120 over time. Engagement requirements only apply under the Deed in respect of changes to rural service points. Officials have been keeping me informed of updates from NZ Post on the changes it has been progressing to its urban retail network. I understand that following the recent changes to its urban retail network NZ Post will have over 560 stores, which is above the minimum number required under the revised Deed.
