28230 (2024). Hon Barbara Edmonds to the Minister for Tertiary Education and Skills: What are the Ministers expectations for the savings and performance plan for each of their responsible agencies, if any?
Hon Penny Simmonds: The Government established a multi-year Fiscal Sustainability Programme in December 2023 to generate headroom, tighten fiscal discipline, and ensure collective ownership and accountability for the fiscal position (CAB-23-MIN-0490 refers).
Phase two of the programme will commence now that Budget 24 has been delivered and will focus on driving greater value and results from public expenditure and securing a sustainable fiscal outlook.
Tertiary Education Commission (TEC) - TEC have found savings of 6% of its eligible operating baseline funding or $3.72m per annum as a contribution towards the Government’s fiscal targets through Budget 2024. These will be monitored quarterly commencing 1 July 2024 to ensure they remain on track and are realisable in full over the four years.
Education New Zealand expects to finalise it’s Statement of Performance Expectations 2024/2025 (SPE 2024/25) by the end of June 2024. The Minister’s Letter of Expectations, issued in May 2024, will be reflected in ENZ’s SPE 2024/25. ENZ’s Quarterly Reports and Annual Report will detail their performance against this plan.
