28160 (2026). Camilla Belich to the Minister of Transport: How many agenda items, if any, was each director or member of any board, committee, or other body of any agency, department, Crown entity, company, or other organisation for which the Minister is responsible excluded from or absent for since 27 November 2023, broken down by organisation, role, whether the director or member was subject to a conflict of interest management plan, the number of items excluded because of a conflict of interest, the number missed for other reasons, and the total number of items the person was present for as a proportion of all agenda items considered during their tenure, as at 10 June 2026?
Hon Chris Bishop: No Directors were excluded or absent from Auckland Light Rail for any agenda items during this period. CRL Ltd confirms that director Anne Urlwin excused herself from part of an agenda item at the Board meeting on 27 September 2024 due to a potential conflict with one of her other directorships. The potential conflict was identified at the outset of the meeting and Ms Urlwin confirmed that she would remove herself from the Board discussion on this item. Providing a breakdown of agenda items from which NZTA Board members were excluded or absent would require a manual review of Board and Committee papers and minutes across the relevant period. In accordance with SR 210/6 I consider that the time, and hence the expense, of answering this question cannot be justified in this case. However, NZTA has advised that there is currently one Board member subject to a standing conflict of interest management plan. This has resulted in the member being excluded from only a minimal number of agenda items (estimated to be fewer than five out of an estimated 800 plus items over the period). NZTA publishes Board and Committee meeting attendance in its annual reports, which provide transparency on overall participation.
