Camilla Belich to the Minister of Finance: How many people, if any, appointed or reappointed by the Minister since 27 November 2023 to any board, committee, or other body of any agency, department, Crown entity, company, or other organisation for which the Minister is responsible have had a conflict of interest management plan put in place, broken down by organisation, role, the number of interests identified as giving rise to a conflict, and the date the plan was put in place, as at 10 June 2026?

Hon Nicola Willis: I am aware of two appointments to SOE boards where conflict management plans were developed as part of the due diligence process during the appointment phase. These include: Scott O'Donnell, appointed as a Director on the KiwiRail Board. The conflict management plan for this appointment has already been publicly disclosed through media coverage. Darin Cusack, elevated to Chair of the Airways Board. A conflict of interest management plan was established due to his concurrent board role on the Civil Aviation Authority. It is the responsibility of each Board to ensure all conflict management plans are kept up to date and managed appropriately, in line with their own policies and protocols. The details of these plans are held by the respective companies. I am also advised that two RBNZ Monetary Policy Committee members, and one Financial Policy Committee member have one interest identified each and are subject to a plan to manage ongoing conflicts of interest from the date of their appointment. RBNZ board and board committee members are subject to the RBNZ Board Conflicts of Interest Policy and have an ongoing obligation to disclose their personal interests in matters and identify actual or potential conflicts by making a declaration to the Board Chair. Conflicts of interest are managed as they arise.
